11. At the time of building permit application for each building proposed within the Northgate Mall Major Phased Development (MPD), excluding those uses identified in Phase I of the development that includes a 160-room hotel, an NHL practice facility, and public skating rinks, provide a limited scope trip generation/access study focused on the current proposal. The analysis will include a review of the following: a. Trip generation of the current phase as compared to previous approvals and overall trip generation assumptions for the site. This analysis will reflect the amount of retail demolished to date and the cumulative development completed, inclusive of the proposed project, and confirm that the trip generation for both the AM and PM peak hours will be no greater than that forecast in the September 2019 Final TIA. (These trip generation calculations also can be used to determine whether a Transportation Management Program is required pursuant to SMC 23.71.018.) b. Review and identify any east/west pedestrian crossing improvements on the north leg of the NE 105th Street/5th Avenue NE intersection. The forecasts will be based on a consideration of the existing usage as well as any increased use induced by the current proposal. If pedestrian warrants are met, pedestrian crossing improvements specified by SDOT shall be funded by the project applicant.

At the time of building permit application for each building proposed within the Northgate Mall MPD following opening of the Lynnwood Link Light Rail station, the project shall provide a queue analysis for the eastbound through-right turn movement at the intersection of Northgate Way/1st Avenue NE and the northbound left turn movement at the intersection of 1st Avenue NE/I-5 northbound ramp/Northgate Mall driveway. Based on the results of these analyses and as directed by SDOT, appropriate modifications will be made to the queuing capacities for these movements if the analysis indicates that with-project queues will exceed the movement’s storage capacity. Modifications would prioritize but not be limited to restriping, rechannelization, signage, and/or signal retiming to extend or provide adequate storage capacity. For any particular building permit, SDCI and SDOT may waive the requirement for the queuing analysis for one or both movements based on the size of the proposed development, the results of past queuing analyses, or modifications that previously have been made to the queuing capacities for these movements.
